(CNN) -- Good morning. Today, I want to talk about how to build upon 
the progress we've made together in working against crime and violence
and especially how we can fight against youth crime.

...

I want every police officer, prosecutor and citizen in America working
together to keep our young people safe and young criminals off the 
streets. This should be AMERICA'S TOP PRIORITY in the fight for 
law and order over the next four years.  I pledge it will be mine.

02/10/97 ... Stephen Cuomo, Director of Legislative Affairs, in the
Attorney General's Office, (274-4400) says there are two bills 
concerning juvenile crime that the A.G. is pushing. E-mail your 
legislators and tell them to support these bills. For status and text 
of bill, click here for (www.state.ri.us).
  #1 - Bill S97-0201 (Senate) and H97-5664 (House) will
establish a commission to study and make recommendations concerning 
juvenile crime. One issue to be addressed would be the "confidentiality"
of juvenile offenders. Many "stake holders" would be on the commission, 
the ACLU, Police, DCYF, A.G., etc. 
  Hopefully this bill will pass and the commission's recommendations 
will become another bill in the next legislative session.
  #2 - No number assigned yet. This would allow the records of 
juvenile criminals to be made known to school officials.
05/05/98 ... Update, Stephen says to forget those two bills 
from last year. They either died or were defeated. The latest plan is
for Governor Almond to issue an Executive Order establishing a 
commission to look into juvenile crime.

10/24/97 ... Two boys, 12 & 14, were arrested at 3:30 in the morning recently. They were driving a car with the front end smashed. Smashed from running over mailboxes along Tuckertown Road. They are students at South Kingstown Junior High. 3:30 in the morning! And, of course, your kids probably continue to associate with them because there is no way to know their names. (ProJo)
10/29/97 ... An 11 year old girl has accused a 14 year old boy of raping her in a stairway while school was in session. This happened in the Woonsocket Middle School. (ProJo)
01/14/98 ... Update - The boy admits to his assault. The state wanted him sent to the Training School but Judge Jeremiah sends him to a group home, possibly Ocean Tides. The girl is still traumatized and is being tutored at home. (ProJo)
10/31/97 ... A SKHS senior exploded a bomb, in a soda can, in a school stairway and is expelled. No one is hurt. Who is M. Neill? Perpetrator is due in court Nov 4.
11/13/97 ... Update - Principal Eric Worthheimer will advocate that the student be expelled for one year at the school board meeting on Nov 18. The student pleaded "delinquent", not guilty, of the crime last week in Family Court.
11/20/97 ... Update - School Committee met Tuesday night. They have decided to punish the student. But, - they are going to keep the punishment a secret. Is "zero tolerance" a joke?
11/01/97 ... A 17-year old Cumberland High School senior was charged with second degree sexual assault on a 15-year old female sophomore. He made lewd comments, witnessed by many, and then, a few days later, forced her to touch him. On Oct 19, the mother of the girl reported the second incident to police. He was arraigned in Family Court on Oct 20, and placed in home confinement although he was allowed to return to school after a five day suspension. (ProJo) 11/05/97 ... 11/25/97 ... Tiverton Field Hockey - Providence TV News says that about a dozen girls are getting academic and athletic "slaps on the wrists" for indulging in drugs and vodka while playing away in Connecticut.
12/05/97 ... A Narragansett High School student poisoned a fellow student with copper sulfate that he sprinkled on a cracker. The girl who ate the cracker suffered only stomach cramps. The boy has been arrested. Will his assault be a misdemeanor or a felony? (ProJo)
12/20/97 ... Two Exeter-West Greenwich high school students spent a leisurely day "pricking" about 30 fellow students with a lancet (used to prick fingers in a blood-draw). They have been suspended. The prickees were vaccinated against hepatitis B. (ProJo)

12/23/97 ... A Barrington 13 year old shattered three school bus windows with a BB-gun. The bus was filled with 4th and 5th graders. (ProJo)
01/15/98 ... Merchant Cooper, Warwick Vets senior, kicked assistant principal David DiSantis in the head. DiSantis was trying to break up a fight between Merchant and another student. Merchant has been suspended for the rest of the year. DiSantis has yet to return to school, suffering from a broken nose and concussion. The fight happened just before the Christmas break. (ProJo)
02/06/98 ... Nearly 120 Portsmouth High students skipped school for a "keg party". Police broke up a party at 33 Canonchet Drive where two kegs and marijuana was found. David C. Foss is the only student arrested so far. (ProJo)
02/14/98 ... A Scituate eighth-grader brought a gun to school. He had the bullets separate, in a bag. Another student was involved. Two girls "squealed". The gun was locked up at home but the student supposedly figured out the combination. (ProJo)
03/18/98 ... Two Molotov cocktails were found last Friday, March 13th, in the Exeter-West Greenwich High School Library. Police say that someone broke two windows Thursday night and threw the bottles into the library. Police supposedly have some fingerprints from the bottles that never exploded. (ProJo)
05/01/98 ... Update - An Exeter boy, 17, was arraigned yesterday on arson charges and ordered held at the state Training School. A 16 year old West Greenwich student and a 17 year old Exeter dropout still face charges. There may be a fourth student involved. The e-mail threat below is a completely different issue.
05/06/98 ... Update - The 16 year old has been sent to the Training School to await a court appearance.
06/12/98 ... Update - The Providence Journal identified one of the boys. He is Steven Sinardi. He has never been arrested for that incident. He has dropped out of school and has moved out of his trailer and back with his mom. He is being banned from the prom tonight. He plans to show, however, with his new girlfriend. He has a 16 month old daughter from a previous girl friend.
04/02/98 ... For sending bomb threats via e-mail, a 16 year old Exeter-West Greenwich student will be arraigned today. He or she was arrested yesterday at school. (ProJo)
04/24/98 ... A 17 year old North Kingstown student, male, sexually assaulted a 15 year old Narraganasett girl at 2a.m. He entered her home and bedroom as she slept. He had a knife. (ProJo)
04/28/98 ... Update - Boy is identified as Jason Nickerson, a student at Bishop Hendricken. He lives with foster parents in North Kingstown. Judge Raymond Shawcross released him to home confinement because he's a "good boy", at least that's what many of Jason's friends, one of them a retired State Policeman, told the judge. (ProJo)

05/13/98 ... Narragansett juveniles continue to make the news. Yesterday's ProJo says a student threatened to slice a teacher and his family. Another (15) kicked a student (17) in the head. A female student (17) was knocked unconscious when hit in the head with a soda can thrown by an 18 year old man. The last two assaults occurred during a "school field day". Also, a 17 year old male hit a 16 year old girl in the face. (ProJo)
05/15/98 ... A North Kingstown freshman threatened to kill a vice-principal. The 14 year old male was overheard making the threat and suspended. (ProJo)
05/22/98 ... A Johnston 5th grader threatened fellow students. "Sleep with your eyes open." A ten year old friend was involved. They will remain out of school until evaluated by a psychologist. Also, a 14 year old middle school was arrested for threatening to get a 12-gauge shotgun and "blow all you teachers away". 05/30/98 ... Three North Smithfield fifth-graders (George Halliwell School) have been suspended for the rest of the school year - those lucky kids. Of course they will be promoted to the sixth grade. Why not? They were overheard discussing how to plant a bomb in their school. (ProJo)
06/06/98 ... A threat to bomb the EGHS graduation by a former transfer student, who has since quit, was investigated by the police. No charges have been made. (ProJo)
06/10/98 ... A Tollman junior has been arrested for threatening to "blow up" a graduation party. Police searched his home. Judge Jeremiah has sentenced him to home confinement for two felonies. (ProJo)
06/10/98 ... A 16 year old Exeter-West Greenwich freshman was arrested by Smithfield police for e-mailing bomb threats. One teacher found the threat when he accessed his e-mail from his home in Smithfield. (ProJo)
06/10/98 ... A South Kingstown sophomore threw a punch as the third man in on an argument about a door not being held open as a couple students exited the cafeteria at 8:00 in the morning. He may be charged with "assault". (ProJo)
06/12/98 ... A Woonsocket Middle School 7th grader was arraigned and released to his parents after he asked what would happen if he stuck a bomb under a teacher's aide's car. He asked the aide. (ProJo)
06/12/98 ... A Coventry 13 year old is suspected of exploding a smoke bomb on a school bus. The bus had to be evacuated. Police took the boy into custody and then released him to his parents. (There's been over 700 school bus "incidents" in RI this year.) (ProJo)
09/05/98 ... A Rogers High 15 year old sophomore, a male, was suspended for 10 days for carrying a knife. He felt threatened by other students in the cafeteria. (ProJo)
10/03/98 ... Two Lincoln High School seniors, male, were suspended from all extra curricular activities for the remainder of the school year. They attended a school event after allegedly drinking. One Mom will appeal. The school has a "zero-tolerance policy" on alcohol and drugs. (ProJo)
10/14/98 ... A 17 year old Tiverton student was arrested on Oct 9th at Tiverton High for beating the crap out of a fellow student. Supposedly the victim made a racial remark. Later, on Oct 1, the victim was assaulted in the parking lot of Humphrey Oil. The suspect wil be if Newport Family Court today. (ProJo)

11/26/98 ... Three Narragansett football players were suspended from the football team (just for one game?). The seniors will not play in the Turkey Day game because of a alcohol-related incident. One player, Cory Allen, 18, was charged DWI on Nov 15. (ProJo)

12/15/98 ... A 16 year old Chariho male student was arrested 12/10/98 after he threatened to bring a gun to school and use it against students who were harassing him. (ProJo)
12/17/98 ... Two 15 year old kids, from Charlestown and Hopkinton, were arrested Tuesday night, 12/15, for breaking into a couple cars parked at Chariho High School. (ProJo)
12/29/98 ... A Chariho High Student, from South Kingstown, is in trouble after he and six others tried to take some revenge on a kid from Chariho. All this was an extension of a name-calling and fist fight incident at Chariho High earlier. Also involved were drugs, a knife, and a baseball bat. The charge against the seven people will be conspiracy, a misdemeanor. (ProJo)

06/01/02 ... A 15 year old Rogers High student is arrested for drawing a bomb on a peer's school paper and adding the words, "CHS will pay". He was arrested on a charge of "disorderly conduct" and has been suspended for 10 days. (ProJo)

07/10/02 ... South Kingstown graduate sent to ACI. Brandon G. Reisert, 18 years old, was sentenced to five years with 90 days to serve. He was caught selling marijuana on school grounds in October, 2001. (ProJo)

10/10/02 ... A 17 year old SKHS student reported that he was "beat up" last Friday, 10/4/02, between 2:00-2:30p behind the high school. He was bruised but did not equire medical attention. (South County Independent)

11/20/02 ... Four Lincoln High females are suspended for 10 days after smelling of alcohol at a school dance. One was found "semi-conscious" in a school bathroom. (ProJo)
12/12/02 ... Two SKHS boys are suspended for who knows how long after taking two snowball fights on December 6th too seriously. They used firecrackers, iced snowballs, and eggs as part of their arsenal. A girl, also a victim of the fights, reported the boys. (South County Independent)
12/19/02 ... A 16 year old SKHS male was found to be in possession of marijuana on 12/10 after returning to the high school from a field trip. He initially refused to be searched by the police but they eventually found a metal tin of marijuana in his sock. (South County Independent)
12/21/02 ... A Pawtucket junior high student brought a BB gun into Joseph Jenks Junior High on Friday, 12/20 and was arrested for possession of a firearm on schgool grounds. The BB gun looked like a 9mm handgun. (ProJo)
01/15/03 ... Seventeen (17) Smithfield High students are suspended for 3 to 10 days. The Winter Ball Dance in Cranston. Principal Ron Palmieri was on the look-out. A few were drunk "during"; some were planning to drink after the dance. (ProJo)
01/23/03 ... A 17 year-old Mt. Pleasant student fires a round into the cafeteria ceiling. The senior fired the .22-caliber gun just as a fight was being broken up. The shooter and two students who provoked the fight were arrested and suspended. There are no metal detectors at the school. (ProJo)
03/11/03 ... Two boys, 11 and 13, from Cumberland Middle School, are to be charged with possession of a firearm on school grounds, a felony. Someone squealed and the school's Resource Teacher began a search. The guns (.357 magnum and .22 semi-automatic) were found in the ceiling of the boy's bathroom. Update: 3/15/03 ... The boys are through for the year. They will be home tutored or enrolled in another school district. They will also get some psychiatric help. (ProJo)

03/20/03 ... Two Broad Rock Middle School (South Kingstown) students are suspended after an altercation, in class, on March 11. A 14 year old hurled racial slurs at a 15 year old. 04/24/03 ... A 13-year old Providence boy is spending the night at the Training Facility because he brought an unloaded .32 caliber semi-automatic handgun to school in his backpack. He attends Samuel L. Bridgham Middle School in Providence where he is a 7th Grader. (ProJo)
04/27/03 ... Three Mt. Pleasant High School students allegedly threw a homemade bootle bomb into a locker on Friday. The bomb was similar to an "M-80" explosive. They were arrested by members of the Youth Services Bureau and will be arraigned in Family Court on Monday. (ProJo)
06/02/03 ... Three Davisville Middle School students are charged with vandalism and breaking and entering. The boys (14-year-old and two 15-year-olds) are being referred to Family Court. They supposedly wrote the word, "bomb", inside the school. (ProJo)
06/10/03 ... A 15 year old Westerly High student is arrested for carrying a concealed weapon in her purse. Police arrested her yesterday and immediately took her to Family Cout in Providence. The weapon is a kitchen knife. (ProJo)
