Today, I want to talk about how to build upon the progress we've made together in working against crime and violence and especially how we can fight against youth crime. ... I want every police officer, prosecutor and citizen in America working together to keep our young people safe and young criminals off the streets. This should be AMERICA'S TOP PRIORITY in the fight for law and order over the next four years. I pledge it will be mine. Thanks for listening.
02/10/97 ... Stephen Cuomo, Director of Legislative Affairs, in the Attorney General's Office, (274-4400) says there are two bills concerning juvenile crime that the A.G. is pushing. E-mail your legislators and tell them to support these bills. For status and text of bill, click here for (www.state.ri.us). #1 - Bill S97-0201 (Senate) and H97-5664 (House) will establish a commission to study and make recommendations concerning juvenile crime. One issue to be addressed would be the "confidentiality" of juvenile offenders. Many "stake holders" would be on the commission, the ACLU, Police, DCYF, A.G., etc. Hopefully this bill will pass and the commission's recommendations will become another bill in the next legislative session. #2 - No number assigned yet. This would allow the records of juvenile criminals to be made known to school officials. 05/05/98 ... Update, Stephen says to forget those two bills from last year. They either died or were defeated. The latest plan is for Governor Almond to issue an Executive Order establishing a commission to look into juvenile crime.
10/24/97 ... Two boys, 12 & 14, were arrested at 3:30 in the morning recently. They were driving a car with the front end smashed. Smashed from running over mailboxes along Tuckertown Road. They are students at South Kingstown Junior High. 3:30 in the morning! And, of course, your kids probably continue to associate with them because there is no way to know their names. (ProJo)
10/29/97 ... An 11 year old girl has accused a 14 year old boy of raping her in a stairway while school was in session. This happened in the Woonsocket Middle School. (ProJo)
01/14/98 ... Update - The boy admits to his assault. The state wanted him sent to the Training School but Judge Jeremiah sends him to a group home, possibly Ocean Tides. The girl is still traumatized and is being tutored at home. (ProJo)
10/31/97 ... A SKHS senior exploded a bomb, in a soda can, in a school stairway and is expelled. No one is hurt. Who is M. Neill? Perpetrator is due in court Nov 4.
11/13/97 ... Update - Principal Eric Worthheimer will advocate that the student be expelled for one year at the school board meeting on Nov 18. The student pleaded "delinquent", not guilty, of the crime last week in Family Court.
11/20/97 ... Update - School Committee met Tuesday night. They have decided to punish the student. But, - they are going to keep the punishment a secret. Is "zero tolerance" a joke?
11/01/97 ... A 17-year old Cumberland High School senior was charged with second degree sexual assault on a 15-year old female sophomore. He made lewd comments, witnessed by many, and then, a few days later, forced her to touch him. On Oct 19, the mother of the girl reported the second incident to police. He was arraigned in Family Court on Oct 20, and placed in home confinement although he was allowed to return to school after a five day suspension. (ProJo) 11/05/97 ... 12/05/97 ... A Narragansett High School student poisoned a fellow student with copper sulfate that he sprinkled on a cracker. The girl who ate the cracker suffered only stomach cramps. The boy has been arrested. Will his assault be a misdemeanor or a felony? (ProJo)
12/20/97 ... Two Exeter-West Greenwich high school students spent a leisurely day "pricking" about 30 fellow students with a lancet (used to prick fingers in a blood-draw). They have been suspended. The prickees were vaccinated against hepatitis B. (ProJo)

01/15/98 ... Merchant Cooper, Warwick Vets senior, kicked assistant principal David DiSantis in the head. DiSantis was trying to break up a fight between Merchant and another student. Merchant has been suspended for the rest of the year. DiSantis has yet to return to school, suffering from a broken nose and concussion. The fight happened just before the Christmas break. (ProJo)
02/06/98 ... Nearly 120 Portsmouth High students skipped school for a "keg party". Police broke up a party at 33 Canonchet Drive where two kegs and marijuana was found. David C. Foss is the only student arrested so far. (ProJo)
02/14/98 ... A Scituate eighth-grader brought a gun to school. He had the bullets separate, in a bag. Another student was involved. Two girls "squealed". The gun was locked up at home but the student supposedly figured out the combination. (ProJo)
03/18/98 ... Two Molotov cocktails were found last Friday, March 13th, in the Exeter-West Greenwich High School Library. Police say that someone broke two windows Thursday night and threw the bottles into the library. Police supposedly have some fingerprints from the bottles that never exploded. (ProJo)
05/01/98 ... Update - An Exeter boy, 17, was arraigned yesterday on arson charges and ordered held at the state Training School. A 16 year old West Greenwich student and a 17 year old Exeter dropout still face charges. There may be a fourth student involved. The e-mail threat below is a completely different issue.
05/06/98 ... Update - The 16 year old has been sent to the Training School to await a court appearance.
06/12/98 ... Update - The Providence Journal identified one of the boys. He is Steven Sinardi. He has never been arrested for that incident. He has dropped out of school and has moved out of his trailer and back with his mom. He is being banned from the prom tonight. He plans to show, however, with his new girlfriend. He has a 16 month old daughter from a previous girl friend.

A female student (17) was knocked unconscious when hit in the head with a soda can thrown by an 18 year old man. The last two assaults occurred during a "school field day". All this was an extension of a name-calling and fist fight incident at Chariho High earlier. Also involved were drugs, a knife, and a baseball bat.
